when the No Robo Bosses Act takes effect

Top story · Sep 30 · Ogletree

California will require a human check before AI-driven firing

What it means for you: If you use software to score, schedule or discipline California staff, plan now for a person to sign off on every decision it drives.

Full story

Governor Gavin Newsom signed SB 947, the "No Robo Bosses Act", on September 30. It requires a person to independently review an automated system's output before an employer disciplines or fires someone, bars using such systems to infer protected traits, and requires notice to affected workers, starting July 1, 2027. He also signed AB 1883, which bans workplace AI tools that infer a person's emotional state, with penalties of up to $500 per violation.

Full story

Atlassian and OpenAI expanded their partnership so that OpenAI's frontier models, including GPT-6 Astra, power agents across Atlassian's platform and Rovo. SAP turned its Joule assistant into a layer of business agents

What it means for you: Usage-based pricing for agents means the bill grows with use, so ask for a cap and a usage report before you turn them on.

Full story

SAP made its Autonomous Enterprise architecture generally available and introduced Joule Work and Joule Desktop, with updated agents for finance, supply chain, spending, workforce and customer experience. The capabilities roll out through October. SAP will charge in AI units, a usage-based model where each agent task uses up units, rather than a flat subscription alone.

What it means for you: A large model you can host yourself gives businesses that cannot send data to an outside AI vendor another option to test.

Full story

French lab Mistral opened public preview access to Mistral Large 4, its most capable model so far, on its cloud platform. It has about 1 trillion parameters, of which only 49 billion are active when it runs, for efficiency, and it can answer in more than 160 languages. Mistral said it will release the model's weights later this month.

The pattern in AI

Today's AI news is about agents landing inside the software companies already pay for, from Jira to SAP, and paid for by use. California's new law is the other side of it: when a system drives a decision about a person, a person still has to check it. Both point to the same habit: know what an agent can touch, what it costs, and who signs off.

Nasdaq Composite · record close+0.45%

Our view: Stocks tied to the AI buildout drove the gains while bond pressure eased for a day. With yields still high, a jump in borrowing costs can reverse moves like these quickly.

Full story

On Tuesday the S&P 500 rose 0.58% to a record close of 7,818.93 and the Nasdaq Composite rose 0.45% to a record 27,599.79. The Dow Jones Industrial Average gained 253.38 points, or 0.49%, to 51,521.28. Chip and AI infrastructure stocks led, with Marvell up more than 7% in morning trading after it gave a long-term revenue outlook above analysts' estimates, while memory makers Seagate and Western Digital fell, and oil prices eased.

This is a summary of the news, not investment advice. Markets move, and past moves do not predict the next one.

If you run one of these

Real estate: If your brokerage or property team uses software to rate or discipline California staff, the new human-review rule applies to you from July 2027.

Investment trackers: Agents that pull from finance, spending and supply chain systems at once, as SAP now sells, are the shape a portfolio tracking assistant takes too.

Family offices: Mistral plans to release Large 4's weights this month, one more way to run a capable model on servers you control.
